RRCC can prepare operator-facing readiness evidence in a record-only support posture, but current public surfaces do not send texts, place calls, send email, or write to live providers.

A2P/customer-care framing

  • Future SMS use should be framed around customer-care follow-up for known business inquiries.
  • Marketing, promotional, debt, political, or high-risk use cases require separate review.
  • Brand, campaign, sample-message, and opt-in evidence must be approved before live sending.
  • This draft does not claim registration, vetting, carrier, or messaging-service approval.

Readiness evidence to collect

  • Business identity and support contact information.
  • Clear description of why a customer would receive a message.
  • Consent source, opt-in language, and opt-out handling plan.
  • STOP/HELP response expectations and audit trail requirements.
  • Quiet-hours rules and do-not-contact suppression behavior.

RRCC guardrails

  • Provider gateway kill switch must be checked before any future provider-facing effect.
  • Opt-out, do-not-contact, quiet-hours, caps, and approval checks must be visible in evidence.
  • Operators must be able to show what was approved, by whom, and when.
  • Outbound remains locked until legal, provider, owner, and audit gates are satisfied.
